You can block the detection of the update 4023814 by setting the Select when Preview Builds and Feature Updates received policy. In August 2018, update 4023814 was installed by Windows Update as the Allow Telemetry group policy for Windows Update for Business devices wasn’t honored by the Windows Update service. If you cannot remove the folders by using these commands, start Task Manager (taskmgr.exe) and end the Windows10UpgraderApp.exe process.
